Decent Homes Standard

The Decent Homes Programme, initiated by the UK government, aims to ensure that all public housing meets a defined standard of decency. Launched in 2000, this initiative mandates that homes should be warm, weatherproof, and have reasonably modern facilities. The programme addresses issues such as outdated heating systems, poor insulation, and inadequate facilities, ensuring that all social housing provides a safe and comfortable living environment.

Statutory Minimum Standard for Housing

Your home must meet the current statutory minimum standard for housing to be considered decent. This means it should be free from any hazards that pose a significant risk to health and safety, as defined by the Housing Health and Safety Rating System (HHSRS). These standards ensure that all aspects of a dwelling contribute to the overall health, safety, and well-being of its occupants.

Criteria for Meeting Standards

According to the guidelines, a home does not meet the standard if it lacks three or more of the following:

  1. Kitchen: A modern, well-equipped kitchen is essential for a home to be considered decent.
  2. Space Standards: Adequate living space for the number of occupants.
  3. Bathroom Standards: A functional and hygienic bathroom is necessary. The location of a bathroom in the Property; the bathroom should be suitably located within the property.
  4. Insulation: Proper insulation to ensure energy efficiency and comfort.
  5. Shared Entrance Areas: Adequate sizes and layout of shared entrance areas for blocks of flats.
  6. Thermal Comfort: Thermal comfort is a crucial aspect of a decent home. This involves proper insulation, efficient heating systems, and effective ventilation to maintain a comfortable indoor temperature throughout the year.
