BHC provides the Project Management and Delivery Agent function to Blackpool Council – helping to deliver, the Council’s ambitious new build housing and regeneration activity. BHC undertakes the co-ordination of the full lifecycle of development projects—from initial feasibility and planning through to construction and handover. With a strong focus on quality, value for money, and social value. BHC ensures that all housing initiatives are delivered efficiently, on time, and in line with the Council’s housing strategy. To support the Council’s delivery of new build housing and regeneration activity BHC engages in collaborative working with key partners including Blackpool Coastal Housing and Homes England. By managing risks, coordinating stakeholders, and maintaining compliance with regulatory standards, BHC helps the deliver on the Council’s commitment to transform communities through the delivery of high-quality, sustainable homes that meet local need.

Council Housing Schemes - Current

Whitegate Manor

Whitegate Manor is a newly approved redevelopment project delivering 25 one-bedroom, two-person sheltered units within a single, modern apartment block. Designed to the highest standards, each unit includes wheelchair-accessible layouts, wider doorways, and wet rooms, ensuring full accessibility and adaptability for  mobility-impaired and disabled residents. The scheme prioritises resident comfort, safety, and convenience with features such as lift access, automated communal doors, and a warden call system.

Committed to sustainability and energy efficiency, Whitegate Manor incorporates solar panels with a SolShare system for communal and individual energy use, air  source heat pumps, and electric heaters. External amenities include a landscaped communal garden, EV charging points, bin storage, and secure mobility scooter  storage with charging facilities. The development meets the Nationally Described Space Standards and complies with the latest Building Regulations, including Part  L energy efficiency requirements. Upon completion the scheme will be managed by Blackpool Coastal Housing. This project supports Blackpool Council’s vision for regeneration, delivering high-quality, affordable homes that foster community wellbeing and long-term stability. Planning permission was granted in January 2025  and local contractors Tysons Construction Ltd are currently on site.

Council Housing Schemes - Completed

Grange Park - Completed 2024

Completed Summer 2024 the scheme has delivered 133 new high quality homes: transforming two vacant and underutilised sites designed to integrate into the wider  Grange Park Estate, providing quality homes for those in need. This document details the Social Value and positive contributions that have been created through this  development.

The development was completed across two sites, and provides a mix of housing types and sizes including 2 and 3 bed bungalows, sheltered apartments and 2, 3, 4, 5 and 6 bed family homes. The mix of new homes have been designed to meet the greatest needs for affordable homes in the area. The new homes incorporated energy  efficiency technology including air source heat pumps (30 units), mechanical ventilation recovery units and solar panels. All of the homes are Council homes managed  by Blackpool Coastal Housing and rented at Affordable Rents and social rents.

Troutbeck- Completed 2021

In May 2018 the Council’s Executive granted approval to begin to re-house existing tenants and acquire the leasehold interests in order to achieve full vacant  possession of the blocks and enable redevelopment to take place. In January 2019 further approval was granted to proceed with a development that provided 75 new  Council homes at Troutbeck Crescent.

The new homes are a mix of one bed apartments, two and three bed family homes and a small number of accessible homes.

Queens Park Completed 2019

The Queens Park Redevelopment scheme has transformed the former 1960s estate—once considered a last resort for housing—into a modern, vibrant community. The redevelopment saw the demolition of 495 outdated units with 191 highquality affordable homes across two phases, providing improved living standards and a renewed sense of place for residents.

Hoyle House - Completed 2019

The former Hoyle House site was successfully redeveloped to provide 18 new homes, including 7 specialist supported housing flats for residents with learning  disabilities and 11 general needs homes for rent. This thoughtfully designed scheme offers high-quality, accessible housing that meets a range of needs and enhances  the local community.

Council Land Developments

Foxhall Village - Ongoing

Foxhall Village is a major regeneration project in Blackpool’s Bloomfield Ward, transforming 7.69 hectares of brownfield land into a residential community. The  original masterplan outlined redevelopment to provide 410 new homes, providing a mix of market sale and affordable rent, with Blackpool Council undertaking  significant enabling activity including land assembly and remediation works. Following a process to select a developer partner Hollinwood Homes construction began  in 2014 however progress stalled when Hollinwood Homes went into administration in 2019, with 202 homes completed, the site returned to the control of the  council. In 2019 Great Places Housing Group commenced work on completing the remaining 88 units on the West site.

Central Housing Regeneration

BHC is proud to be acting as the Council’s Delivery Agent for the most ambitious housing regeneration programme in Blackpool’s history. Backed by £90 million of  Government funding, and supported in delivery by Homes England, this long-term project will transform central Blackpool by replacing poor-quality housing with  modern, energy-efficient homes and creating neighbourhoods that support healthier, safer, and more vibrant communities.

The regeneration plan responds to long-standing housing challenges in inner Blackpool, where residents need better homes and improved access to essential  services. Working in partnership with Blackpool Council and other stakeholders, BHC is coordinating delvery of the first phase of regeneration activity that will  ultimately provide new homes and public green spaces in the heart of central Blackpool. Engagement with residents in the first phase area is now underway. In  parallel, BHC and Blackpool Council are beginning formal discussions with landowners and property owners to secure sites and prepare for delivery of the first new homes.
