Lee Burrell (Chief Operating Officer)
Lee has spent the majority of his 30 + year career in Blackpool, as a planner, development and housing specialist. With significant experience in the delivery of major development schemes, the last 10 years have been committed to helping Blackpool Housing Company establish itself in housing regeneration and growing its portfolio whilst setting the highest standards of housing management and in supporting delivery of some of the largest and most complex housing schemes in the town.
He is responsible for the leadership and management of the Company, working closely with, and drawing on the experience of the Board to set and achieve the strategic direction, vision and objectives of the business.
Lisa Murphy (Director of Finance and Resources)
Lisa joined the team in August 2023 on a secondment from Blackpool Coastal Housing and has almost 20 years of housing finance experience.
She began her accountancy career with Deloitte, specialising in corporate insolvency. After qualifying as an Accountant in 2005, Lisa joined Blackpool Council and was later appointed Head of Finance at its Arm’s Length Management Organisation, Blackpool Coastal Housing. She holds a degree in Accountancy and is a Fellow member of the Association of Chartered Certified Accountants.
Lisa is responsible for the strategic financial planning and reporting, statutory returns and resource planning across the company.
Helen Binks (Head of Business & Customer Services)
Helen has over 18 years’ experience working in the housing sector and brings a broad understanding of housing operations and services. She joined Blackpool Housing Company in 2016 and is responsible for leading the Finance, Business Support and Lettings teams.
Helen began her housing career at Blackpool Coastal Housing, where she developed a strong foundation in delivering services that support both customers and organisational goals. She is committed to providing high‑quality services to all stakeholders, with a strong focus on compliance, governance and meeting regulatory standards, ensuring the organisation remains resilient and well‑managed.
Paul Thomson (Head of Construction & Property Services)
Paul began his career as a qualified Joiner, gaining hands-on experience in construction, repairs and property maintenance. This practical background gave him strong technical knowledge and a clear understanding of quality workmanship and customer service.
He progressed into supervisory and management roles, building extensive experience across housing operations, asset management, compliance and service delivery. Known for his practical leadership style and results-focused approach, Paul has successfully led teams, improved performance and delivered high standards.
He now holds a senior leadership position, overseeing operational delivery, driving service excellence and supporting the organisation’s long-term strategic objectives and growth.
